What Is an AI Governance Framework?
An AI governance framework is the combination of policy, process, tooling, and accountability that determines whether AI use inside an organisation is controlled and auditable. It covers who is authorised to use AI, under what conditions, with what data, and with what oversight in place.
It is not a single document. Organisations that treat governance as a filing exercise consistently find that policy and practice diverge within months of publication. A framework only works if it is operational, not aspirational.
What Does an AI Governance Framework Contain?
A well-constructed framework addresses five domains.
Acceptable use policy. Which AI tools are approved, which data classifications may be processed through them, and which use cases are permitted or prohibited. This needs to be specific enough that employees can actually apply it to the decisions they face day-to-day. The AI tooling landscape changes fast enough that quarterly reviews are the minimum cadence.
Data classification and handling rules. AI governance has to integrate with your existing data classification scheme. The framework should specify which model providers are authorised for each data tier and make it explicit that regulated or sensitive data cannot be routed through unapproved services. If this is left vague, employees will interpret it generously.
Model approval and procurement process. Before any AI model or service goes anywhere near production use, it should pass a structured review. Security posture, data processing terms, how the model behaves under adversarial conditions, alignment with your risk appetite. This process should have a named owner and produce a documented decision. Without that, approvals happen informally and are invisible to governance.
Audit and logging requirements. Every AI interaction that influences a business decision needs a record. The framework should specify what is logged, where it is stored, how long it is retained, and under what circumstances that log must be reviewed or disclosed.
Roles and accountabilities. Governance without named owners degrades quickly. Someone needs to own policy maintenance, incident response, employee training, and ongoing monitoring. Generic ownership means nobody does it.
How Do You Implement AI Governance?
Sequencing matters. Move too slowly and ungoverned use fills the vacuum. Move too fast and you deploy controls that nobody follows.
Phase one is inventory. Before writing a line of policy, understand what AI is already in use. Technical audit of outbound traffic, procurement review of SaaS applications, staff survey. The baseline tells you where the real risks sit and saves you from writing policy against a landscape you have imagined rather than observed.
Phase two is policy and tooling together. This is a critical pairing. Draft the acceptable use policy, and at the same time identify or deploy the technical controls that make it enforceable. A centralised AI gateway, logging infrastructure, and a model approval workflow. Policy without technical enforcement is a statement of intent, not a control.
Phase three is training and communication. Governance fails when employees do not understand it or experience it as obstructive. Training needs to explain why the controls exist. Use concrete examples from your sector. Abstract policy language does not change behaviour.
Phase four is ongoing review. Quarterly policy reviews, monthly log reviews, an annual framework audit. Each with a named owner. The AI landscape in twelve months will look different from today. Governance that was calibrated to today's risks will be wrong by then without active maintenance.
What Policies Should Organisations Have for AI Use?
Four are non-negotiable.
An acceptable use policy sets the scope of approved tools and the conditions for using them. A data processing policy covers how personal and sensitive data may be submitted to AI systems, which third-party processors are approved, and how data subject rights are handled. A model procurement policy sets the criteria for approving new AI tools before deployment. An incident response policy defines what constitutes an AI-related incident, how it gets reported, and who owns the escalation path.
Some organisations add an AI ethics statement that sets out the values behind their use of AI. This has genuine value for external communication and helps employees understand the intent behind specific controls, rather than just experiencing them as friction.
How Do You Avoid Governance Becoming a Blocker to AI Adoption?
The most common governance failure mode is not weak controls. It is governance that becomes a bottleneck, pushing teams to work around it.
If a team requests a new AI tool and the review takes eight weeks with no visibility, they will find a workaround before the review completes. If the review takes five days with a clear checklist and a named reviewer, they will use the process. Speed and transparency are governance design choices, not nice-to-haves.
Build the framework around enablement as well as control. Make it easy to use approved AI tools correctly, not just difficult to use unapproved ones. Centralised AI access, pre-approved use case templates, a self-service request process. These reduce the friction for compliant behaviour.
Governance that employees experience as a support function works. Governance they experience as a restriction function gets routed around.
